Water and Sanitation Program for Rural Areas
The program combines infrastructure upgrades, modern disinfection technologies, institutional strengthening, behavioral change initiatives, and environmental studies to improve water quality, protect natural resources, and enhance the well-being of rural households.
Program Objectives
The program seeks to:
- Improve the quality and safety of drinking water in rural communities
- Strengthen the financial and operational capacity of Village Water Boards (VWBs)
- Promote responsible water use, conservation, and timely payment for services
- Support climate-resilient and sustainable rural water systems
- Strengthen national institutional frameworks and policies
- Protect and improve key water resources, including the New River
Program Components
The program is structured under two major components.
Component I: Improving the Drinkability of Water in Rural Areas
Water Meters
To promote responsible water use and long-term sustainability, water meters are being introduced on a pilot basis in selected communities.

This approach strengthens accountability while promoting sustainable service delivery.
Disinfection Equipment

Rehabilitation of Water Systems

Component II: Strengthening Behavioural and Institutional Capacity
Behavioural Change Campaign
The Water and Sanitation Program includes the design and implementation of a targeted behavioural change campaign in participating communities.
The campaign promotes:

- Timely payment for water services
- Greater trust in treated tap water
- Conservation during drought and climate stress periods
Through community outreach and practical messaging, households are empowered to understand how their daily actions impact water quality and system sustainability.
Development of a Village Water Board (VWB) Software
To modernize rural water management, the program supports the development of a user-friendly digital platform for Village Water Boards.
The software will:
- Manage customer records

- Improve transparency and accountability
By transitioning from paper-based systems to digital tools, water boards can strengthen financial oversight and long-term planning.
Village Water Board Trainings
Capacity building is central to ensuring sustainability. Practical trainings ensure that village water boards can effectively manage systems and maintain infrastructure investments over time.
