SUPPLY AND DELIVERY OF WATER METERS, PIPES, MATERIALS AND ACCESSORIES
FOR THE LIBERTAD VILLAGE AND CONCEPCION VILLAGE JOINT WATER SUPPLY
SYSTEM, COROZAL DISTRICT, BELIZE
INVITATION TO BID
The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD10.0mm towards the cost of the Belize Social Investment Fund III Loan Project (BSIF III) and intends to apply a part of the funds to cover eligible payments under the Agreement. The GOB has appointed the Belize Social Investment Fund (BSIF) as the Implementing Agency (IA) for the Project, and intends to apply a portion of the proceeds to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.
The Belize Social Investment Fund (BSIF), the IA, now invites sealed bids from eligible and qualified Bidders for the Supply and Delivery of Water Meters, Pipes, Materials and Accessories for the Libertad Village and Concepcion Village Joint Water Supply System, Corozal District, Belize.
All Countries are eligible.
Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required or that do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.
Electronic Bid documents can be viewed for inspection by emailing ruby.pascascio@sifbelize.org starting June 24, 2020, on week days between 8:00 a.m and 4:30 p.m. A complete set of Bidding documents can be purchased by interested bidder upon payment of a non-refundable fee of BZD$150.00. Requests may be made by personal application or in writing to the first address below. Written applications must be clearly marked: “Tender for Supply and Delivery of Water Meters, Pipes,
Materials and Accessories for the Libertad Village and Concepcion Village Joint Water Supply System, Corozal District, Belize”. The method of payment will be by Manager’s Cheque or cash deposited to, or Bank transfer to BSIF’s Bank Account. Applicants who request that documents be forwarded to them must submit an account number from a local courier agent that accepts freight collect charges. The documents will be promptly dispatched, but under no circumstance will BSIF be held responsible for late delivery, loss or damage to the document.
A Virtual Pre-Bid Meeting (link can be requested from the first address) with eligible bidders will be held at 10:00 a.m. (Belize Time) on Wednesday, July 15, 2020 at the Belize Social Investment Fund, 3rd
Floor, #1902 Constitution Drive, Belmopan, Cayo in the presence of the bidders’ representative who choose to attend in person at the first address below.
Hard copies of Bids must be submitted in sealed envelopes, with the name and address of the bidder, and be clearly marked “Tender for Supply and Delivery of Water Meters, Pipes, Materials and Accessories for the Libertad Village and Concepcion Village Joint Water Supply System, Corozal District, Belize” and must be delivered to the first address below no later than July 27, 2020 at 10:00 a.m. (Belize Time). Bids (Virtual Bid Opening – A link will be provided to the bidders) will be opened at 10:15 a.m. (Belize Time), July 27, 2020 in the presence of Bidders’ representatives who choose to attend at the address below. Qualification information only must be submitted simultaneously to the second address below.
Each bid must be accompanied by “Bid-Securing Declaration”. Late bids will be rejected.
BSIF reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for BSIF action. BSIF will not defray any costs incurred by any bidder in the preparation of bids.
